Before running the registration tool or if the registration software just does not run correctly it may be you don't have a connection back to the Gibbs License database in CA.

To check this run the activation check tool and hit the Test button.

on a license server this tool is in C:\Program Files\3D Systems\License Server.

If the connection is good you will see this:

If there is an network issue somewhere between your PC and Gibbs in CA you will see this:

The usual two problems that cause this are:

1. Registration runs over https port 443, that port is blocked by a network switch or firewall on your network.

2. The windows user that's logged on to the computer running the registration tool, does not have the correct Windows admin privileges or Internet permissions.
