The registration tool retrieves you license file from Gibbs in CA over the internet.

When you run the registration tool with your product code, hit finish the tool will detect no internet and ask you to save a file with a .GLC extension.

Email that file to support@gibbscam.com and they will return a license file .(LIC) file for you to drag and drop into the activation tool window.
