The license file on the server needs to be updated before v23 can be activated. That error indicates the server license file is not set to v23. I show it is set to v23 on our end. I show the last time the license file was updated was 6/30/2022, which was prior to v23.
First, please make sure you are using the newest version of the CimLM server software (v9.0.0.59). On the server, in the Control Panel > Apps and Features look for the "3D Systems License Server vX". If you click on it, it will show you the specific version number.

Next, delete any existing license file located in "C:\ProgramData\3D Systems\LicFiles\Network". Then run the Registration Tool located in "C:\Program Files\3D Systems\License Server". This will generate a new license file with up to date data.
Make sure it deploys a new ".cml" file to "C:\ProgramData\3D Systems\LicFiles\Network".
You can verify that the server service started by opening the "CimService Monitor" on the server computer. There will typically be an icon on your server's desktop for this.
